Would not happen here because where I live it is all legal, well controlled, sex workers are medically screened for STIs & drugs, condoms mandatory and yeah 10% Goods & Services apply to the price plus the worker income taxed as any other wage earner.
The business is also taxed like any other but can claim expenses for laundry, electricity, telephone, water for providing showers.
There are very few street hookers and those that exist are usually homeless drug dependents who don't last long before being removed by social services.
There are some freelancers operating from residential rental premises usually offering expensive high end "specialist" services and as long as nobody objects for nuisance value, nobody cares.
Prostitution is not illegal per se but a second party living off the means of it i.e. primping certainly is.
We also have "massage parlours" which offer along with regular massages, happy ending masturbatory massages but no penetration sex.
This is not yet a perfect system because there are still cases of coercive selling of sex services because of personal circumstances but still better than most around the world.
