I heard that you can develop cervical cancer from being permiscuous... If it's cancer, how can this be true? Or is it fictional?

Being extremely sexually active, and with many partners, can increase your risk of STDs. Some of these STDs are of the type that cause malformation of skin cells. Whenever your skin cells take on a change in formation, cancerous cells could be formed.
In the instance of a bad case of vaginal warts, your cervical skin cells could become 'suspect'. It will always have a tendancy toward cancer. Without going into alot of gross detail, the cervix is usually a pink, soft tissue, but infected tissue looks more like ground beef. - bad cells CAN reproduce themselves into more bad cells.
Always use a condom, & if a partner seems to be having some sort of 'outbreak', find another way to satisfy your sexual needs at that moment.
