Inaction on law enforcements part does not mean it isn't on the books as illegal. Plenty of places outlaw anal sex as well, but considering how many people do it, as long as it isn't done in public, who is going to arrest folks for it? Hell, a lot of porn stars would be arrested if they really wanted to enforce the laws.
Read the entire age of consent site. They've done a *lot* of footwork, and have had a lot of help. They may not be
the authority, but they're pretty good, and fwiw, they have Dr Drew's stamp of approval. I don't think he'd give a nod to something that was just slapped together and comprised of guesses and assumptions, etc.
Also, gay rallies and seminars, etc. != gay sex.

I think it takes consent of the parents, but yes, the military will take a 16 year old. But no marriage, smoking, or lottery until you're 18, and no alcohol until 21 dammit!
