In my opinion, in a healthy relationship there are a set of agreed upon boundaries. Going beyond those boundaries is what constitutes cheating. For example, if both agree to have an open sexual relationship, then sex with someone else is not cheating. So it is not so much the specific act, as much as it is the act in the context of the boundaries.
